Planning Education in Hong Kong: School Stages, Choices and Application Timing

Start with the child’s school stage, intended year of entry, curriculum and language needs. Then check eligibility, school type and application route. Work backwards from the earliest opening or closing date of the target schools; there is no single number of months that applies to every school.

Identify the route for the school stage

  • Kindergarten. Check the Education Bureau’s K1 admission arrangements for the relevant year, registration documents and the kindergarten’s own application requirements. See K1 admission arrangements.
  • Primary One. The public-sector Primary One system has discretionary places and central allocation stages. DSS, private and English Schools Foundation primary schools fall outside that system, so applications follow the relevant schools’ arrangements. See the Primary One Admission System and school places allocation overview.
  • Secondary One. Establish whether the child participates in Secondary School Places Allocation, then check discretionary places, central allocation or direct school application routes. See the Secondary School Places Allocation guidance.
  • Transfer to another year group. Ask about the appropriate level, vacancies and school-based assessment. The Bureau describes direct applications and assistance from Regional Education Offices in its placement assistance questions.

How should local and international curricula be compared?

Compare curriculum, teaching language, progression, learning support, travel and the family budget together. International and Private Independent Schools generally offer non-local curricula, but the word “international” does not establish the particular programme or its suitability. Start with the Education Bureau’s international school information and check each school’s current prospectus. Separate tuition from application and assessment charges, deposits, transport and other actual requirements.

How early should a family begin?

As a planning recommendation, use the school year before the intended entry as a starting point for preparation. This is not a universal official deadline. Find the earliest dates published by the Bureau and target schools, then plan the records, curriculum and language assessment, open days, applications, interviews and registration. A change of curriculum or teaching language, or immigration and residence arrangements, may require earlier preparation. For arrival close to or during the school year, check vacancies and placement assistance alongside the family’s timing, rather than applying the next Primary One or Secondary One timetable to every case.

What can parents prepare first?

Create a family education brief covering the child’s date of birth, current year and curriculum, recent results, language abilities, intended entry date, status and planned residential area, travel limits and budget. For each school record the application route, document list, deadlines, assessments and registration requirements. Admission, year placement and actual vacancies must be confirmed by the relevant institution. A planning service cannot guarantee a place in advance.
